Notice of Motion

MOULSECOOMB PRIMARY SCHOOL SPONSOR

LABOUR GROUP PROPOSED ALTERATION TO THE MOTION

That the motion be amended to delete the wording as struck through insert a new recommendations 2 and 3 and wording as shown in bold italics below.

This council asks the Chief Executive to write to the Secretary of State for Education to outline the following points regarding the proposed academisation of Moulsecoomb Primary School:

1)    This Council notes with concern that the proposed sponsor (that was selected without any consultation with the governing body or parents), New Horizons Academy Trust’s, having been selected without any consultation with the governing body or parents, has now decided to withdraw. poor record on improving other schools and wishes to highlight uncovered documents that show that NHAT has already acknowledged that Brighton & Hove Council and current Headteacher at Moulsecoomb is rapidly improving the school¹.

2)    Given the Trust’s prior record and in light of uncovered documents showing that NHAT has already acknowledged that Brighton & Hove Council and current Headteacher at Moulsecoomb are rapidly improving the school¹, this is a welcome development.

3)    This council reaffirms its commitment to the school and condemns the negative comments and scaremongering in the press release of NHAT.

4)    This Council continues to stands with and respects the views of the parents, carers, teachers, unions and children of Moulsecoomb Primary. We respect their voice and their opposition to the academisation plan, as evidenced by the 96% parental ballot rejecting it and the subsequent industrial action.

5)    This Council notes the local cross-party opposition to these academisation plans.

6)    This Council urges Ofsted to reinspect the school, with a matter of urgency now, to provide an opportunity to evidence the improvements it has made since the previous inspection, and to end the uncertainty for the staff, families and pupils of Moulsecoomb Primary.

7)    This Council urges the Secretary of State to revoke the academisation order.

Supporting Information:

The Council notes the school’s improvement. The council now has a significant amount of evidence of improvement demonstrating the school is not ‘inadequate’. This includes improved attendance and outcome data at all key stages. Notes of visits from National Leaders of Education and experienced school partnership advisers comment on improvements in teaching and learning and behaviour for learning. This Council believes that only the Local Authority has the capacity and the resources, including support from Good and Outstanding schools across the city to support this school longer term. This council is confident that the school has improved to the extent that academisation is unnecessary and that a reinspection by Ofsted would reflect this. NHAT was the third proposed sponsor to withdraw and the current attempts to privatise have no support from parents, staff, GB, local council, community, MPs and has the potential to actually damage and destabilise the documented progress and improvements being made as an LEA school.
